Yellowstone County
Where we work
Montana has no state building permit requirement for a single-family residence unless a local jurisdiction requires one by ordinance, so who you answer to depends entirely on which side of a boundary line your slab sits. Billings and Laurel are incorporated cities with their own ordinances; Lockwood and Shepherd are unincorporated, which makes Yellowstone County the authority and the county approach permit the main touchpoint.
Incorporated cities — each writes its own rules
- Concrete leveling in Billings, MT
Ordinance 07-5424 governs the right-of-way; permits go through Public Works Engineering at 2224 Montana Ave.
- Concrete leveling in Laurel, MT
Its own city government since 1908, with Municipal Code Title 12 covering streets, sidewalks and driveway construction.
Unincorporated — Yellowstone County is the authority
- Concrete leveling in Lockwood, MT
The largest unincorporated community in Montana, mid-way through a phased septic-to-sewer conversion.
- Concrete leveling in Shepherd, MT
Rural acreage northeast of Billings, with county approach permits and mapped floodplain along several creeks.
Each page lists the department and the phone number to call before any work touches the right-of-way.
