The hazard is the riser, not the tilt
A person climbing stairs measures the first riser once and then trusts it. When a stoop settles, the bottom riser grows and the top one shrinks, so the height a foot expects is no longer the height it finds. That inconsistency — not the slope of the pad — is what causes falls.
The same applies at the door. A stoop that drops away from the threshold turns a level entry into a step, right at the point where someone is holding a door and carrying something.

Small footprint, heavy load, loose soil
A concrete stoop is dense and compact. It puts a lot of weight through a small bearing area, and it sits on the backfill returned to the foundation excavation rather than on undisturbed ground. Backfill consolidates for years and it is where roof water and irrigation collect first.
Add the freeze-thaw pattern: frost depth here is 42 inches, and the chinook belt runs temperatures from around −20°C up to +10 or 20°C in hours, then back to −4°F within 27 minutes once the wind quits. Soil that holds water and cycles like that does not stay still under a point load.
The gap that opens between stoop and wall then makes it worse, because it channels surface water straight into that backfill.
Lifting versus replacing a stoop
Lifting works when the unit is sound and has simply moved: the ports are drilled, the cavity beneath is filled, and the stoop is brought back to the threshold. Leveling generally runs 50 to 70 percent below full replacement (A-1 Concrete), and a stoop is usually the cheapest structure on a property to put right.
Replacement is the honest answer when the concrete has failed rather than moved — treads spalled through, corners broken off, or a unit cracked into sections that lift independently. It is also the answer when the riser heights were wrong from the beginning, since lifting cannot change the geometry that was poured.

- Why did the steps settle when the walk beside them didn't?
- A stoop concentrates a lot of weight on a small footprint, and it almost always sits on backfill against the foundation. Same soil, much higher load per square foot — so it moves first and further.
- There's a gap between the stoop and the house. Is the house moving?
- Almost never. The gap is the stoop settling away from a foundation that stayed put. What it does tell you is that water now has a direct path into the backfill at the wall, which accelerates the next round of settlement.
- When is replacement the better call?
- When the treads are spalled through, when the unit has broken into pieces that no longer act together, or when the riser geometry was wrong when it was poured. Lifting restores position; it cannot correct a stoop that was built to the wrong dimensions.
